Abstract
From the late 80's to the early 90's a change was made in the Health Promotion Program moving from a media/campaign generating and focussed unit, to using participative and community development approaches to improving the health of the community. The National Better Health Program, a federal government initiative, funded Aboriginal staff across the Territory to work in this way.
