This report is an overall summary of six months of needs assessment project work
undertaken in the remote Aboriginal communities of the East Arnhem District in
1994/1995. The target group for this Needs Assessment were people with handicaps and the frail
aged who require extra help in their daily lives to maintain their health and well-being.
