This document sets forth Territory Health Services' policies which guide the development and implementation of Hospital Budget Model Generation 3 (HBM3) and related issues. The latter sections of the document provide detailed explanations of the components of the model. Explanations of how the various components of the model work, and the relationship between the model, patient activity and the hospital's historical budget.
