Abstract: | In assessing whether the Government's 1982 changes to take-away liquor trading hours were a success or not, we must first determine to what degree the changes achieved their objective of reducing public drinking and public drunkenness. We need then to consider what other aspects, both positive and negative, resulted from the changed hours. |
